Local Laws
The City has enacted a number of local laws that govern activities on land that is owned or managed by the City, as well as certain activities conducted on private land within the City.
These local laws have the status of legislation and are enforceable by the City. The City may authorise officers to enforce the local laws on its behalf.
The City is required to review its local laws once every eight years.
In Force Local Laws
The following are the local laws that are currently in force in the City of South Perth:
Standing Orders Local Law 2007 Provides for procedures relating to the conduct of council and other meetings, the requirements of members at meetings and other related purposes.
Special Events Local Law 2005 Provides for controls at special events held in the City.
Parking Local Law 2003 The purpose of this local law is to establish the City as a parking region, define parking facilities and regulate the parking of vehicles within the City.
Alfresco Dining Local Law 2003 Provides the City with the ability to licence the operation of alfresco dining on thoroughfares within the City, with amendments made as per Amendment Alfresco Dining Local Law 2009.
Amendment Alfresco Dining Local Law 2009 An amendment local law that provides the City with the ability to licence the operation of alfresco dining on thoroughfares within the City.
Penalty Units Local Law 2003 Under section 9.17 of the Local Government Act the City may prescribe modified penalties for the issue of infringement notices for the commission of prescribed offences. The City has adopted a number of local laws that have prescribed modified penalties expressed in penalty units. This local law prescribes the value of a penalty unit.
Health Local Law 2002 Provides for the regulation of activities within the City that may impact on public and environmental health.
Collier Park Golf Course 1999 Regulates the use of the Collier Park Golf Course and activities that are conducted at the course.
Public Property Local Law 1998 Provides regulation for the management of public property and the activities that may be conducted on public property that is owned or managed by the City. This local law does not apply to the golf courses.
Royal Perth Golf Course 1998 Regulates the use of the Royal Perth Golf Course and activities that are conducted at the course.
Dog Local Law 1997 Provides for the activities of dogs and their owners in public places. Establishes certain areas for use by dogs and their owners under prescribed conditions. Allows the City to deal with dogs and charge fees for such dealings.
By Law Relating to Street Lawns and Gardens 1996 Provides for the creation and maintenance of street lawns and gardens and regulates public dealings with them.
By Law Relating to Hawkers, Stallholders and Trading in Public Places 1991 Provides for the licensing of commercial and trading undertakings that are conducted door to door or in public places.
By Law Relating to Nuisance 1985 Provides the City with the ability to deal with certain activities in public places that are considered a nuisance.
By Law Relating to Beekeeping 1985 Regulates the circumstances in which bees may be kept within the City.
By Law Relating to Streets and Footways 1958 Regulates the activities that are permitted on streets and footways under the management of the City.
Town Planning (Height of Obstructions at Corners) General By Laws (Hard Copy Only) Provides the City with the ability to consider and deal with walls and other obstructions on private property at street corners.
