Schedule of Fees and Charges 

Each year the council is required to establish a Schedule of Fees and Charges for the use of City facilities and for the provision of identified services.

The Schedule must identify all of the fees applicable for the year including:

    •    User charges for the hiring and use of various facilities
    •    Fees for accessing information
    •    Fees for lodgment of statutory forms and applications.
    •    Any bonds or deposits associated with the hire and use of facilities.

The Schedule of Fees and Charges does not include:

    •    Rates levied
    •    Service Charges levied under the Local Government Act  (such as underground power)
    •    Rubbish service levies
    •    Infringements
    •    Leases or other individually negotiated licences

In determining the fees and charges which will apply for the year , consideration must be given to the ‘basis’ on which the fee is determined. Fees charged by the City are categorised as follows:

Full Cost Recovery
The fee is set according to a ‘User Pays’ principle. That is, the fee is set at a level  which at least fully covers the cost of providing that service or facility.

Partial Cost Recovery
The fee is set at a level less than that required to fully cover the cost of providing that service or facility. This decision may be made based upon a recognised community service obligation but must still reflect responsible financial management in terms of its impact upon the organisation’s overall budget.

Statutory
The fee is set in accordance with state government legislation. In this instance the City has no discretion to vary the fee - and the fee is established independently of the actual cost of providing the service.

Reference
The fee is determined by benchmarking those charged by other local governments or suppliers providing a comparable service or facility.

Where GST is applicable to the fee or charge, the amount shown in the schedule is inclusive of the GST. The applicability of the GST to the fee is based upon the most recent advice of the Australian Taxation Office and may be varied at their discretion in future.
