In previous years, the City has been guided by an Environmental Strategy (1999-2002). This committed it to run its activities and services in an environmentally sustainable way and encouraged individual and community action to protect the local environment and help tackle global issues. 

Community outreach surveys have demonstrated that community members are keen to see more action on sustainability issues in the local area. This has lead to the pursuit of a Sustainability Strategy that combines all of the City’s past efforts to managing environmental, social and economic objectives. 

This was identified and reflected in the City’s Strategic Plan 2004-2008, which strives to develop the City as Perth’s most liveable city. The City's main objective is to deliver quality services for the wellbeing of its community and employees now and into the future. This also extends to assisting and facilitating the South Perth community in making more sustainable choices.

The Local Government Act (WA) 1995 was amended to to include: “In carrying out its functions a local government is to use its best endeavours to meet the needs of current and future generations through an integration of environmental protection, social advancement and economic prosperity” (Section 1.3 amended by No 49 of 2004 s.15)

The City’s Sustainability Strategy is based on the Western Australian State Government’s Sustainability Strategy - six visions of Governance, Global Contribution, Natural Resources, Community, Settlements and Business.
