LOCAL LAWS

The City has enacted a number of local laws that govern activities on land that is owned or managed by the City, as well as certain activities conducted on private land within the City. 

These local laws have the status of legislation and are enforceable by the City.  The City may authorise officers to enforce the local laws on its behalf.

The City is required to review its local laws once every eight years.

In Force Local Laws

The following are the local laws that are currently in force in the City of South Perth:

Amendment (Special Events & Parking Local Laws) Local Law 2005
This law provides for the scheduling of Special Event Days, Special Event Locations and General No Parking Zones.

Special Events Local Law 2005
Provides for controls at special events held in the City.

Standing Orders Local Law 2007
Provides for procedures relating to the conduct of council and other meetings, the requirements of members at meetings and other related purposes.

Health Local Law  
Provides for the regulation of activities within the City that may impact on public and environmental health.

Parking Local Law 2003
The purpose of this local law is to establish the City as a parking region, define parking facilities and regulate the parking of vehicles within the City.

Al Fresco Dining Local Law  
Provides the City with the ability to licence the operation of al fresco dining on thoroughfares within the City.

Penalty Units Local Law
Under section 9.17 of the Local Government Act the City may prescribe modified penalties for the issue of infringement notices for the commission of prescribed offences.  The City has adopted a number of local laws that have prescribed modified penalties expressed in penalty units.  This local law prescribes the value of a penalty unit.

Dog Local Law
Provides for the activities of dogs and their owners in public places.  Establishes certain areas for use by dogs and their owners under prescribed conditions.  Allows the City to deal with dogs and charge fees for such dealings.

Public Property Local Law
Provides regulation for the management of public property and the activities that may be conducted on public property that is owned or managed by the City.  This local law does not apply to the golf courses.

Royal Perth Golf Course
Regulates the use of the Royal Perth Golf Course and activities that are conducted at the course.

Collier Park Golf Course
Regulates the use of the Royal Perth Golf Course and activities that are conducted at the course.

By Law Relatings to Streets and Footways
Regulates the activities that are permitted on streets and footways under the management of the City.

By Law Relating to Nuisance  (Hard Copy Only)
Provides the City with the ability to deal with certain activities in public places that are considered a nuisance.

By Law Relating to Beekeeping  (Hard Copy Only)
Regulates the circumstances in which bees may be kept within the City.

By Law Relating to Street Lawns and Gardens  (Hard Copy Only)
Provides for the creation and maintenance of street lawns and gardens and regulates public dealings with them.

By Law Relating to Hawkers, Stallholders and Trading in Public Places 1991
Provides for the licensing of commercial and trading undertakings that are conducted door to door or in public places.


The following are a list of draft or proposed local laws that are being prepared by the City.  An explanation of their current status is also provided

Activities on Thoroughfares and Trading in Thoroughfares and Public Places (Hard Copy Only)
This local law will replace a number of old by laws including:
    •    Streets and Footways
    •    Street Lawns and Gardens
    •    Hawkers, Stallholders and Trading in Public Places
    •    Nuisance.
Status: It was advertised for public comment in March 2000 but has not progressed since then.  This local law is currently being considered within the administration and may be split into a number of smaller local laws.  When proposed for adoption this local law will be readvertised.
